Ida D. Foy came to Beloit in 1951 and lived here for 44 years. She attended Beloit Public Schools and graduated from Beloit Memorial High School in 1967. She was a member of the School Board from 1989-1995 and became President in 1992. She remained President until her death in 1995. It is in her name that this scholarship is given.
